She succeeds Autumn Woods, who recently bought the Hood River Bagel Co. and is loving that new life. County Administrator Dave Meriwether is recommending that the board of commissioners propose creation of a special library district — with a different funding model than rejected in May — instead of a service district. The special district would be have its own board, like the local fire districts and Hood River Valley Recreation District. The service district option would also have dedicated taxing authority, but would be managed by the board of commissioners, as is the case now for the Windmaster Sewer District and the 9-1-1 Communications District. The board considers both options and related details at 1:30 p.m. today in the county administration building at 6th and State street. Meriwether will take the preferred option to city councils in Hood River and Cascade Locks tonight, in hopes of securing resolutions to allow inclusion of property inside their city limits in the taxing district. …
